Why is TOEIC so popular in Japan?

ETS (the company that also produces the American English university entrance English test ToEFL) originally produced the Business English TOEIC at the request of the Japanese government, which can’t have hurt its prospects in Japan. There is also the theory that everyone felt better taking a test with no speaking, although as a BULATS examiner I find that most Japanese have speaking that is at least as good if not better than their reading and listening.
